The Proposal Manager leads proposal development to win the largest and most complex proposal efforts. Responsibilities include leading proposal team members in developing complete, compliant, and compelling customer proposals, maintaining schedules, organizing resources, coordinating inputs and reviews, ensuring strategy implementation, and providing process leadership across high visibility contracts deemed critical to the company. 


Key Areas of Responsibility

  • Lead the development of complex proposals for multi-million- or billion-dollar opportunities in collaboration with a team of subject matter experts.
  • Interact effectively, both verbally and in writing, with senior leadership and other stakeholders including capture managers, program managers, contract negotiators, proposal specialists, account managers, and others throughout the development of the proposal; engage outside resources such as vendors, partners and customers as needed.
  • Develop a proposal strategy that results in a high quality, compliant, and compelling proposal.
  • Manage and be accountable for compliance and the timely submission of the proposal by managing and controlling all proposal activities against the proposal schedule and the RFP's requirements, leveraging tools such as a compliance matrix.
  • Contribute to the development of proposal strategies and proposal content that specifically address customer requirements while positioning CDW for success; ensure compliance, accuracy, timeliness, and that win-theme is consistent and apparent.
  • Develop and conduct structured and organized proposal kick-off meetings that establish the plan to develop the proposal and the responsibilities and expectations of all proposal contributors.
  • Conduct proposal color reviews that effectively achieve useful, actionable comments and recommendations from the review teams.
  • Lead self-scoring exercises to ensure maximum points will be earned during evaluation.
  • Effectively communicate and lead technical experts and proposal specialists to achieve the objectives of the proposal effort. The position requires the ability to coach subject matter experts and other contributors in persuasive writing. 
  • Lead post-submission exercises such as presentations, clarifications, best and final offers, and protests, where applicable.
  • Document and report on project status and proper close out of opportunities including proposal debriefing and transition to Program Management, where applicable.
  • Actively participate in department-sponsored and other training programs as applicable.

Education and/or Experience Qualifications

  • Bachelor’s Degree
  • Five (5) years of experience leading development of proposals in large government contracting environments.

Required Qualifications

  • Demonstrated experience managing and developing complex, voluminous proposals for multi-million-dollar public sector opportunities. 
  • Demonstrated experience developing and applying proposal management tools including but not limited to proposal schedule, compliance matrix, task list, kick-off slide deck, storyboards, color review briefings, and others.
  • Possess strong time management and prioritization skills, excellent attention to detail, and good judgement in decision-making. 
  • Proficient in Microsoft Office Suite and Adobe Acrobat.
  • Knowledge of industry proposal practices, including Shipley and APMP.
  • Ability to communicate effectively and concise using a variety of styles and techniques appropriate to the audience.
  • Strategic thinker able to identify winning themes and solutions.
  • Dynamic interpersonal skills to interact with all levels of management; and demonstrate excellent organizational, interpersonal, written, and verbal communication skills.
  • Ability and willingness to travel up to 20% or as needed to other CDW locations, meeting and client sites.

Preferred Qualifications

  • 10+ years of proposal management experience with mostly large, complex IT solution opportunities.
  • APMP certification and/or PMP certification.
  • Demonstrable IT product, contract, and customer knowledge.
